Make the open conditions visible.

A recommendation is an input to a decision. Review its rationale against the RFP and your company context, identify unresolved conditions, and agree who is responsible for the final call.

From the synthetic North Harbor example.

Read the basis for the recommendation

Inspect the source requirements and the company facts used in the review. Your team supplies and verifies its capabilities, capacity, references and commercial assumptions. A score alone does not explain whether to bid.

Turn conditions into review work

For each open condition, identify the evidence needed, the person who will check it and the effect on the decision. Keep uncertainty visible rather than turning an AI recommendation into an approval.

Record the human decision separately

The decision owner considers specialist judgments and delivery assumptions. A Conditional Go remains conditional until the appropriate people resolve the conditions and record their decision. Legal review, release and submission are separate responsibilities.

North Harbor: a recommendation with no approval.

The prepared DOCX recommends Conditional Go while the human decision remains pending. It records bond, mobilization and liquidated-damages concerns. These are fictional review inputs, not advice about your contract or a customer result.
